Trio Of Shipping Companies Designated By OFAC For Trading With North Korea

north-korea-1151137_640.jpgThe Federal government last week designated two firms that it alleges as having business dealings with the Democratic Peoples Republic of Korea (DPRK) in a manner that supports the regime's weapons of mass destruction (WMD) program.

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) designated Dalian Sun Moon Star International Logistics Trading Co. of China and SINSMS Pte. Ltd., an affiliate in Singapore for their alleged shipments to North Korea. Per OFAC, these two companies have been evading restrictions placed upon North Korea by delivering alcohol and tobacco products, including cigarettes. OFAC says the illegal trade in cigarettes is indeed lucrative, netting the regime over $1 billion each year.

In addition to facilitating the shipments by allegedly providing reams of false documents, OFAC says SINSMS employees also instructed shippers in tactics for evading shipping restrictions by sending cargo to the Hermit Kingdom via Dalian, China.

OFAC also designated Profinet Pte Ltd., a Russian port service agency as well as its director general Vasili Aleksandrovich Kolchanov for similar reasons. Per the agency, Profinet assisted in several banned shipments of bunker oil into North Korea via its operations in Nakhodka, Vostochny, Vladivostok, and Slavyanka. Profinet continued to assist in shipments even after being made aware of the sanctions, per OFAC, and Kolchanov was allegedly personally involved in deals and negotiations with North Korean officials.

The parties listed by OFAC may now expect to be unable to exercise property rights on any possessions within the jurisdiction of the United States. Further, a listing by OFAC means United States citizens are not permitted to knowingly conduct business with such parties.
