Mental Health Clinic Head Sentenced To 82 Months In Federal Prison For Fraud

money-2328715_640.jpgThe former director of a Philadelphia mental health provider will spend almost 7 years in federal prison after being convicted of fraudulently redirecting over $2 million of the clinic's earnings to her own bank account.

On July 12 U.S. District Court Judge Joel H. Slomsky sentenced Renee Tartaglione to 82 months in prison for a conviction 13 months ago on over four dozen federal conspiracy, fraud, theft, and tax evasion counts relating to her tenure as President of the Board of Directors of the Juniata Community Mental Health Clinic (JCMHC).

Per federal prosecutors, Tartaglione committed the crimes between 2007 and 2015, beginning with the purchase of a building in Philadelphia from which the clinic operated. Prosecutors say the rent she charged the clinic rose dramatically in a short period, from $4,500 per month to $25,000 per month.

Tartaglione allegedly continued the fraud when her company, Norris Hancock LLC, gained an ownership interest in another building nearby. Per the evidence presented at trial, Tartaglione directed the clinic to spend significant funding on the building, ultimately signing it on to lease the building to JCMHC for $3.54 million over the course of 5 years.

Rather than gaining board approval for these measures, prosecutors say Tartaglione and her co-conspirators forged the necessary documents in an effort at giving their actions a veneer of legitimacy.

In addition to prison time, Tartaglione will also serve 3 years on supervised release after she is released from prison. She will also forfeit $2.5 million in proceeds and will be compelled to pay another $2.4 million in restitution to the state of Pennsylvania.
