A warrant has been issued for the arrest of a Tampa man after the battered body of a woman was discovered in a Clair-Mel ditch.

On the first day of November an individual riding a horse in the area of 20th Avenue S and 58th Street came across the body of twenty-six-year-old Evelyn Marie “Eve” Woodham. Hillsborough County Sheriff’s deputies say that Woodham’s body experienced trauma to its upper regions, but declined to offer more information as to the method and reason for her expiration.

According to deputies, the person responsible for her death is James Luis “Snoop” Scott, a man they say knew Woodham by way of a third party. Scott, who turned 22 in late August, is wanted for first-degree murder, and authorities indicate that he may be armed with a deadly weapon. Although deputies did not identify exactly what they believe the situation was surrounding his involvement in Woodham’s demise, they say that they believe there was an argument prior to the alleged murder.

Both Woodham and Scott have checkered pasts according to state records. A mother of two, Woodham’s family said she was recovering from an addiction to drugs, and she served a two-year prison term for grand theft of a firearm. Her most recent contact with authorities was an arrest in October for failure to appear at court to answer charges of trespassing and illegal drug possession.

According to state records, Scott has been arrested over thirty times since his ninth birthday. He has been convicted of battery on a law-enforcement officer, witness tampering, and possession of illegal drugs. In addition to a warrant, Crime Stoppers of Tampa Bay is offering a reward for information on his possible whereabouts.
