Former CEO of Hillsborough Program for Disabled Adults Indicted on Charges of Fraud Against Government

The man widely considered to be behind the success of a Hillsborough county program for adults with developmental disabilities has now become the fourth person to face charges for defrauding the federal government.

Sixty-nine-year-old Richard Lilliston, once the CEO of what used to be Hillsborough Achievement and Resource Centers was indicted on July 14 by a federal grand jury on charges of conspiring to defraud the Social Security Administration and making false statements to the government. The indictment was unsealed a week later. A conviction on such charges could be met with a sentence of up to five years in federal prison.

Lilliston is the highest-ranking officer in HARC to face charges. Ex-CFO Frank Pannullo, ex-controller Marsha Weisse, and former client finance manager Sandra Shepherd have previously pled guilty to similar charges.

HARC, known in times past as the Hillsborough Association for Retarded Citizens, ran group homes for developmentally-challenged adults. HARC also received Social Security and Supplemental Security Income benefits on behalf of those individuals. The government alleges that Lilliston diverted funds the association received to cover costs not related to those individuals' care, and was subsequently untruthful with the government regarding how that money was spent.
